PACS also facilitate links with external collaborations including Universities and organizations that enhance research growth and experience. PACS is committed to optimizing partnerships between educational institutions locally, within Africa and overseas, particularly with involvement of other African scientists. PACS develop practical individual Projects within African countries by tailoring each project to the countries needs.
PACS seeks to enhance the support for higher education in science and technology, while keeping a focus on local community needs. A priority is to provide tuition support for as many students as possible based on academic merit, financial need and commitment to a project in their home community.

PACS aims to generate sustainable international and local partnerships that will provide financial and technical support in three principle directions:
Goal 1: Establish a mechanism to provide support for economically disadvantaged students at all levels of the educational process that will be linked to their participation in a project in their local community.

Goal 2: Contribute to an improved research and education environment in Africa including enhancing the competitiveness for extramural funding.
